The statute of the centre for legal studies, approved by royal decree 312/2019, of 26 april, attributed to the competition for the appointment of teachers involved in training activities organized by the centre (article 10.g. of the statute).

The plan of continuous training of the body of counsel for the administration of justice to 2023 adopted by the council of the centre for legal studies at its meeting on 12 december 2002, includes a series of activities for which it is necessary to select and appoint the executive direction and school teams who will be responsible for them and impartirlas.

Furthermore, the incorporation of continuous training for 2023 adopted by the council of the centre for legal studies at its meeting on 12 december 2002, includes a series of training activities in the civil rights of those Autonomous Communities that estatutariamente the possess to which needs to select and appoint a number of mentoring teams responsible for its monitoring and evaluation, dynamization. Byresolution of the prison director of legal studies of 16 december 2002it has approved the convening by the general conference of the plan of continuous training for the first half of 2023, for the prosecutor and the bodies of counsel for the administration of justice, Forensic Doctors, INTCF and protocols to the State counsel.

The continuous professional development plans for 2023 of different races and bodies were adopted on 12 december 2023 by the council of Legal studies centre, and include the following activities and places, subject to this invitation shall:

  • 24 activities and 1,120 seats to the Prosecutor.
  • 25 activities and 1,100 jobs for the body of counsel for the administration of justice. In Addition, the forums of specialization will not limit of places.
  • 7 300 places and activities for the corps of Forensic doctors.
  • 5 activities and 220 places for the body of protocols to the National Institute of Toxicology and Forensic sciences.
  • 2 activities and 80 places for the body of State counsels.

The Council of Legal studies centre, adopted on 12 december 2022 the continuous professional development plans of races and Bodies on which have competence for the year 2023. Among them was adopted on Incorporation of continuing education, prepared by the centre for Legal Studies

Theincorporation of continuing educationto 2023 includes a total of 55 training activities, aimed at all races and bodies, including general and special bodies of the administration of justice. This number of activities is an offer of almost 9,000 places and 20,000 available for training in foreign languages, organized around the following themes:

  1. Equality, inclusion and combating gender violence.
  2. Related legal expertise and training: applied.
  3. Digital skills.
  4. Personal and interpersonal skills.

The minister of justice, Pilar Llop Cuenca, has chaired the 12 december 2022 the annual meeting in ordinary session of the council of the centre for legal studies, governing body of this autonomous agency.

Attended the Council of the JRC, and vocal, the president of the General council of the judiciary, Rafael Toothache Waiter, who up until now was used as a member of the General council of the judiciary in the field of training; the state secretary for justice, Tontxu Rodríguez Esquerdo; the Chief Prosecutor of the technical secretariat of the attorney General's office, Ana Isabel García León; the Advocate-General of the state, Consuelo Castro King; the Director of the national institute of Toxicology and Forensic Sciences, Antonio Alonso Alonso, and the director of legal studies centre, Abigail Fernández González. Intervened as secretary General of the centre for legal studies, Isabel Herranz Donoso.

Also attended as invited the secretary-General of the administration of justice and the Secretary-General for innovation and quality of public service of justice, Manuel Olmedo palace, the chief, General Estudios-Subdirectora cej, Teresa Muñoz-reja Herrero, chairman of the committee of the Council Científico-técnico Forensic Doctor, Rafael City González, Director of training for a prosecutor, Félix Martín González, and counsel of the administration of justice at the centre, Montserrat Aguilera Lara.

Once the chairperson opened the meeting, the director of Legal studies centre briefed the council on the memory of the centre's activities in 2022, reported on the agreements signed and projections to 2023, made a presentation on the budgetary situation, and submitted the annual training plans and the Plan of action of the Legal studies centre to 2023. Following that presentation, the council unanimously adopted documentation provided.

Amid all the work performed by 2022, highlights two actions: the fellowship programme of the ministry of justice for the preparation for oposiciones racing Judicial and Prosecutor, the body of Counsel for the Administration of justice and the body of State lawyers, and enrolment in the Centre, last november, a Pedagogical Transformation in the framework of the recovery Plan, transformation and Resilience of the government of Spain.

The fellowship programme, implemented in the centre for legal studies, has allowed, in less than one year, the convening and granting of 245 scholarships for the preparation for oposiciones, with a global envelope of €1.619.940. The programme has involved the recovery of financial grants removed a decade ago, greatly increasing the volume and impact with the goal of eliminating the socio-economic gap in access to the bodies of more responsibility in the area of justice.

For its part, the office of Pedagogical Transformation will be supportive of Legal Studies Centre for the preparation of training programmes for knowledge areas and the definition of itineraries, develop educational multimedia learning content and will, both to improve the processes of identification of needs and evaluation and impact of the training activities, as providing a more personal service to teachers.

On the plans of specific training courses and bodies of justice to 2023, include more than 125 activities and 6,300 places, which were compounded by the 55 activities included in the plan.

The incorporation of continuing education, addressed to all races and bodies of justice, including general and special Bodies in the service of the administration of justice on which is competent centre for legal studies, includes an additional supply nearly 9,000 places and 20,000 available in foreign languages., among other areas of learning:

the enhancement of training in digital skills, noting the offer of more than 6,000 places in online courses of office automation equipment (Word, Excel, Power Point and Outlook).

• an offer of up to 20,000 places for general training in english, french, german, italian and portuguese; english specialist training in legal and professional skills in english as the leadership or participating in meetings.

• the recovery of the study of the civil rights of the autonomous communities that own them estatutariamente, providing more than 800 beds in 7 online courses in a practical and interactive dialogue.

In addition, training in equality, inclusion and combating gender violence continues to occupy a dominant role.

Finally, we underline the gradual mainstreaming evaluation tests in the training activities, to support the acquisition of knowledge and skills, giving rise to new certificates of use, as well as the development of a specific plan of the training of trainers, who will provide a training programme 360 to support them in their teachers.

EU WASTE LEGISLATION AND COMBATING WASTE CRIME to be held from 15 to 17 february 2023 in sofia (Bulgaria), format in English.

This activity aims to shed light on environmental protection, through criminal law, with particular attention to the treatment of waste, of its main topics:

At the meeting, chaired by the director of the centre, presented the conclusions of the working groups, the summary of the training activity developed in 2022 and formative lines planned for 2023.

The Education Commission of the centre for legal studies met on 2 december 2022 in plenary ordinary session via videoconference, and was chaired by the director of the centre, Abigail Fernández.

The meeting, following the adoption of the record of the previous meeting, started with the statement of conclusionsworking groupsfor the Prosecutor and the body of counsel for the administration of justice. These working groups are intended to facilitate the participation and of the implementation of agreements relating to the formation of groups with a greater presence in the commission, and also allow plenary meetings will be more Agile and effective.

The meeting presented the summary of thetraining activity developed in 2022as the training planned for 2023. Previously, had been transferred to the audience the motion for a continuous professional development plans to be submitted to the council of Legal Studies centre for approval. These proposals have been prepared both institutionally and through the contributions of those who are members of the Commission. In Addition, in the case of the bodies of Counsel for the Administration of justice, Forensic doctors and INTCF Protocols to the public consultations were conducted for the proposed training activities.

The state secretary for justice, Tontxu Rodríguez Esquerdo, delivered the offices of female students who succeed in the course of selective access to the body of Protocols in a ceremony held yesterday afternoon in the centre for legal studies.

Accompanied the secretary of State the director of legal studies centre, Abigail Fernández González, and the Director of the national institute of Toxicology and Forensic Sciences, Antonio Alonso Alonso.

The Director of the centre welcomed the audience and, after congratulating the students for a selection process as complex, the legal studies centre will always be the house that help them acquire the skills and knowledge needed to bring its work in the service of citizenship.

The event was attended by a presentation by the number one of the promotion, which appreciated both the legal studies centre and the National Institute of Toxicology and Forensic Sciences, as well as the teaching team, its efforts in organizing the workshop targeted.

Closed the event, the secretary of State, who, in his speech, he stressed the academic and professional female pupils in the 7th promotion of the Protocols, comprising, among other merits, various studies, and extensive as some sort of female staff in the service of the administration of justice. The Guide, prepared by the working group that the legal studies centre established in the month of may, is intended primarily for Professionally Qualified lawyers and in the administration of justice, but is a tool that can provide guidance to other professional groups involved in the protection of victims of violence on women.

On wednesday, 23 november, the director of legal studies centre, Abigail Fernández González, and members of the working group, María José Costa Lamenca e Ignacio Ramiro Albalate,presented to the minister of justice in an actalso attended by the state secretary for justice, the secretary-General for innovation and quality of public service of justice and the director-General for the public service of justice.

The director of the JRC and authors of the work presented the background and context in which it established the working group, the methodology used and results achieved.

Theobjectivesthe guide are:

  • To summarize the applicable rules and jurisprudence on the civil jurisdiction in criminal proceedings and civilians in the area of violence on women.
  • Collect elements of consensus and good practices identified by the working group, and make possible proposals to standard.
  • Improve the detection of a history of violence on women in the family.

The Centre for legal studies, among other things, the powers of promotion and realization of studies, research, publications, and activities which may help to improve the training of the police Justice.

Therefore, in parallel with training técnico-jurídica, JRC has sought to encourage conclusions, the generation of good practices, and, ultimately, to contribute to building asoft lawto unify criteria and produce a more consistent treatment of similar issues, promoting legal certainty and increasing the quality of the justice system in respect of the assessments of those involved in the proceedings, and assume responsibility and competence of each of the decisions taken.
